The shims keep the worm from working up and down. Since you say that's ok, then it's probably the nipple - to - worm gear clearance. The adjustment is on the right side of box. It's a screw with a locknut on it. Loosen locknut and, with wheel straight ahead, turn screw in until it bottoms out. Then back screw out 1/8 -1/4 turn. Now turn wheel lock to lock and see if you feel any binding. If binding, back screw out another 1/8 turn. When this adjustment is OK, then find an identical screw on the left side of box and adjust the same way. *P.S. - These adjustments are done with front end on stands, wheels off floor.
