As Aces notes it's clearly marked FRONT on the thin side of the casting. So when it's installed it moves the centerline of the front wheels closer to the bolster centerline (i.e. it reduces steering caster)

With the wedge in place the steering wheel turns easier when stopped or going very slow . But if the steering is loose, the front wheels are less inclined to wobble at high speed without the wedge.
