Fan Belt Adjustment On M

Our Neighbor has an IH M and needs to tighten the fan belt. It looks like the adjustment means is a variable width shive that moves on a large diameter thread. Said another way, the side of the pully closest to the radiator appears to move in and out by rotating it on a threaded collar. The fan blades are also attached to the threaded collar. My question is, What locks the shive in place to keep it from moving on the thread when the tractor is running? At the very front of the fan shaft there is some sort of rocker mechanism I do not understand. Is this related to the movement or locking of the fan shive? Thanks ahead of time for any help or advice you can give.
