Just take the filter off. i had problems with my completely rebuilt B for several years I struggled with timing, plugs, carb, before I finally took took my add-on in-line filter off. The tractor straightened out and the carb took adjustment much better. Mine ran pretty good with a full tank of gas but just got slowly starved as the fuel level dropped. I always had it adjusted too rich not knowing compensating for poor fuel flow and low fuel in bowl.
