mysterious lever near oil filler cap

On my M at the oil filler cap for the crankcase there is a lever (seems inoperable) that has a rod attached to it. the rod goes back toward the operator but was apperantly broken off midway years ago and disregared by the previous owner. Does anyone know what this lever is for. Is it some type of primer devise for the oil? I read through my owners manual but can not find any reference to it. Also my tractor is a distillute model.
