Remove fastners in sheet metal and move out of way.Don't know if you have 1-2 or 3 valves but if the handle you are using is one all the way to right I would guess the pin on inside end of shaft is broke or fell out.Also check the linkage strape to valve,it may be loose.The levers on the shafts going into valves have splines that could be striped.The handle on right operates valve on left.If the valve needs removed,remove lines, operating handles,2 nuts on studs and 2 bolts on cover at right end of valves and they slide off.O rings between everything.
