1964 , hard starting when cold...flooding...help!

I posted an add this morning in another section & I haven't had a response yet, so, I'm hoping someone can help me...I've got a 64' Ford Industrial loader, 4 cyl gas/ down-draft carb...she's been real hard starting since overnight temps hav dipped below freezing...I've also had it dripping gas (never done it before) when I leave it overnight...I tookt he carb apart, floats look good/ it's clean....I filed my points, I've got a good bl;ue-snappy spark....I need this tractor daily, I hate to use ether all winter....it's got a foot throttle, I've never had to touch it before when starting, normally, just pull the choke, hit the button & let the choke go.....any ideas? I've had it many years, always been faithfull, never had this trouble before....thanks for any ideas...Josh in Maine
