Well with low outside temps. they do steer hard and sometime they don't want to steer but with yours i would have to say that maybe the MCV pump is getting a littel weak and also you may have a problem starting in the MCV could be a scored flowdivider valve or a sticking one or the pressure regulator is sticking or weak springs in the whole mess , Ya would have to put a couple gauges on it to see just what is going on . Now even though you changed the hdy. fluid and filter there still could be water that you did not get all out and it could have the filter starten to plug again . Now these are just maybe's to be wright you have to test and even flowrate the pump.
