Worked on IH over 40 years have put in alot of 17 gal. pumps in 06 and 56 series tractors no problem with filter. Possible blown o-ring on draft control valve or ring between rear housing and deck lid. If you have another IH 06,56,66 or 86 series tractor around switch the relief valve. maybe different pressure but they will all fit. also make sure the hitch position lever is not all the way down. This will dump most of the oil to the remotes. Could be stuck action control valve on the draft control valve
