According to my parts breakdown there are a total of 16 pieces in that pump. There's a pump body seal that looks to be an oring & the drive shaft seal. I think this would be the one to leak into the governor gears. My book has the pump being driven by the cam shaft. This also drives the governor, so we all may be right. There are two cover seal rings that are installed in the pump cover. There's no mention of any other seals. Is there a seal where this drive shaft protrudes through and engages the governor or cam. That's probably where the shaft gets a groove worn into the surface from the old seal. I hope instructions come with kit. Have a nice Thanksgiving. Hal
