IH 464 Diesel fuel ran out

My neighbor brought me his 464 for me to replace his water pump and fuel filters. H2O pum was a breeze, my challenge is in the fuel filters. He had replaced them and the o-rings were missing and leaking fuel. I have replaced both filters with no leaks, but now I cannot get the engine started. I have fuel in the rt side bowl, but there is nothing in the left side. Is there a primer I cannot find? How do I bleed out the air?
