one last hydro pump question, honest!

On the gear shaft housing, I had mentioned TWO grooves, one filled with a seal(the culprit letting fluid into the engine) and just a quarter inch in is a identical groove which is empty. Now, the question. As I might need a speedy sleeve, and machine the hole bigger to fit the saft back into the hole, did IH make that second identical groove to accept the new seal, making it a tighter fit and no need for the speedy? It's empty and I can almost tell you guys, never had a seal in it. It would be in an area on the shaft not worn and seems like it might be the reason IH put it there. I'm going to bring the pump to the IH shop and ask them but wanted to get your take on the looooong hashed out subject. I promise this is it and if IH says yes, I'll pass it onto this site.
