Help with seal installation

I have a question about installing new seals. The seal I'm replacing is the bottom one in a Super A steering box. This will be my second new seal and I don't want this one to leak! The main problem was the orignal sector shaft which was badly pitted and I have just replaced with a brand new one. (I tried to save some money before and didn't replace it.) Should the new seal be installed with the side with the spring in or out. Please help and thanks alot, Daniel
