Your hitch lift will work with a power steering pump but it will be painfully slow.

Reason: The stock 400 pump is rated for 12 gallons per minute. A power steering pump is probably about 1/10 of that. So the lift speed with the PS pump will be about 1/10 of what would be with the stock pump.
