Most likely its the round tube that hooks the govener to the carb try loosing the screws a little at the carb and twisting it slighly when it starts to rev. The fix would be spraying the inside of the tube with something that wont freeze and also the carb where the little tang from the tube hooks in make sure there is no moisture there. And make sure you getbthe tang into the butterfly properly when you reasemble or it will rev up on you. AJ
