You can try to change the hyd. filter first to see if it helps but I have a feeling that the pump is getting weak because it shouldn't have any trouble running at 30 or even 10 degree's. Might be a little stiff but should still work. I hope the reman pump is right from Case IH and not an aftermarket. I've had the best luck with those than anything else. I also suggest completely going through the MCV if you put a new pump on just to make sure the spools aren't hanging up and any junk that can be floating in the system is cleaned out. Also if the pump doesn't prime up after repair you can remove the 5/8 hex plug on the right side of the MCV,(little messy) start tractor up and shut off as soon as oil shoots out, and make sure you keep out of the way of the oil spray. Install plug and your good to go.
