IH 706 fuel consumption

I am looking for a tractor to put on the water pump of my traveling gun irrigation system. It requires a 1,000 spline pto and runs at about 1500 rpm to get my desired water pressure. I use a 7600 Ford on the pump but it is too big, it has a new, oversized engine. I want to put a 706 on the pump to cut fuel costs and I am on a budget. A 706 I can buy cheap has a gas engine. Would a 75 horse IH gas engine suck less fuel than a 100 horse CNH diesel?
