Not sure on an H, but my M originally had the ignition switch almost at the bottom of the steering post, and the start button lever below that. The actual starter button was mounted in the back gas tank bracket.

Unless you are concerned about keeping your H authentic, I wouldn't loose a lot of sleep over it as long as it works. If you are, then you might want to consult a parts manual for your particular serial number range to determine what the original setup was.
