For the steering problem you have a internal leak somewere's, most likelly a oring in the pilot valve or in the front bolster. The whining sound could be normal or maybe not I would have to hear it could be a loose bearing? What engine does it have? If its the 312 diesel blowby even a lot of it at idle is normal. The 686 is one of the best IH chore tractors ever made, I sure like mine. $10000 is on the high side for the tractor you describe as it requires some work maybe some major work if you have to tear into the transmission for bearings. I would offer $6500 and deal from there.
