I've never done a tractor tank, but LOTS of stationary engine tanks. First use carburetor cleaner to remove any old stale gas deposits. Drain. Next, pour several handfuls of sharp pea gravel or small machine nuts in and roll them around and around with a swishing action (good job for kids). Rinse out with water and air dry. Plug or tape any openings (be sure any threads are covered) then pour in gas tank sealer. Any small pinholes can be taped on the outside with duct tape, then removed afterwards. I use POR-15..good product and PERMANENT. It's about $13.00/pint, but it will coat the tank with a tough, fuel proof layer that will never rust again.
