In addition to Old's comment on the PTO, There is a possible linkage problem with the pivot point and rod mechanism going down to the Unit. Check it for looseness and lost rotation/motion. If there is, the adjustment will be impossible. The lever must latch into the notches at both ends of the lever travel, and be without slop. When in the down position (stopped) the PTO shaft is stopped by an internal brake, which slows and stops the attached machinery much more rapidly than coasting.
