Farmall H Gov. Shaft Housing w/ Bushing questions?

I have some questions about the Governor Throttle Shaft Housing w/Bushing on a Farmall H ( the part between the governor and carb). None of the manuals say much about the Governor Throttle Shaft Housing w/Bushing. Should I oil the felt and the bushing with engine oil? How can I tell if I need a new bushing? Are bushings available (hard to install?) or do I need the whole Governor Throttle Shaft Housing w/ Bushing and shaft and is that available? Thanks!!
