I'm not really experienced with this problem, however, is there a possibility that you might have a very slight buildup of paint or other material on one side of the starter mounting flange (either on the starter frame itself or on the tractor housing) that could be offsetting the bendix/flywheel engagement just enough to prevent proper engagement.
