They make a water retainer to hold the water in, after the tire is mounted you remove the retainer through the valve stem, thats why they are two piece stems on tractor tires. Any tire dealer should stock the retainers although most will refuse to sell them to you because they made most of their income from puting water in tire and they don't want people going into the business. That big and pump rig is just for show, it makes people think you need thousands of dollars of equipment to put water in a tire.
