Significance of Glow Plug meter reading

On my 340D I have the standard glow plug meter and push button down below to hold in to energize the plugs and the needle swings all the way to the right. When I let go of the button, the neddle on the gauge only returns to the center of the three white dots on the guage. Seems like I remember someone posting here about that may indicate something was defective with one or more of the glow plugs. Mine have were put in new during a complete overhaul and only have maybe 25 starts on them. Any help guys?
