There are quite a few locations in the mechanism that could be the issue. However, I had the same problem on a 400D that I purchased this summer. I found that the problem was that all of the compression valves were frozen in the closed position. I found this only after I removed the cylinder head. It was an easy fix after that though. I just sprayed some PB Blaster on the top of each valve spring and began to lightly tap on the top of the valve with a hammer. After a few minutes, all four were loose and ready to go. I put the head back on and the lever worked like it should. Instead of removing the head, you might check the compression valves by removing the valve cover and checking to see if you can push the caps on the compression valves down. If not, you might be able to loosen them by spraying with solvent and tapping.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
