that should be a hollow stud. My B went to missing while raking hay first summer after i purchased it. raised the valve cover and boy was everything dry. Tractor supposedly had only 50 hours on an overhaul. I guess the guy that overhauled it must have lost that stud and replaced it with a bolt and lock washer just like yours. i robbed one out of an old broke head, cleaned rocker arm assembly and put it back together and it works just fine 5 years later. I would think the C is made the same way.
