Well if you had the mounting bracket off then you do not have it centered correctly and you have thing sorta out of wack , if the valve stem is not moving up and down smothely then it is bent and will need replaced as far as adjustment you need the special fitting to go into the test port and a gauge that will read up to 600 lbs and you screw the stem into the square block till you get a reading of around 235 to 265 this is higher then the book calls for on a 706 but i set them that way so you don't end up slipping the clutch pack now if you can not get it up high enough then you must raise the mounting bracket a bit on the two mounting bolts that go thru the pto assy. and readjust the stem after you have it set then lock the lock nut and you should be good to go . one other thing the hdy fluid temp should be up to operaing temp before making the setting as it will go down as the oil get hot .
