Fisherman, With tractor running in neutral move the bottom lever you circled and let clutch out easy.You should feel splines line up and lock together.If not sure if in gear look under tractor and make sure coupling is turning front shaft.You may have to remove a small metal cover to see.If this is not in gear the hydraulic pump is dead.After the pump is turning pull the middle lever back it should lock there, leave it there. Now move the top circled one either way with tractor running in neutral with clutch out,you should here the engine choke down if pump is working.The lines from this valve will work 2 way hydraulics.This pump only works if tractor is moving or in neutral with clutch out.You may want to make sure there is oil in reservoir.Let us know if you have any luck.One other thing, the middle lever will kick off when pressure gets so high if not manualy locked back.
