I think what you are hearing is the starter running but the drive is not moving forward on the shaft and engaging with the ring gear on the flywheel. If you take the starter apart, the drive should be free to rotate and slide out towards the nose cone (part that goes in the tractor) and clean of grit or any other foreign material. Grease, heavy oil, or clutch “dust” will prevent the drive from spinning into and meshing. The physics on how this works is when the starter starts to rotate, the drive wants to remain at rest. If the resistance to spinning is not overcome, the drive moves out into the flywheel and when fully engaged, is forced by the starter shaft to rotate. If the resistance to spinning is overcome (the drive begins to rotate as soon as the starter shaft starts to rotate) then the drive spins right away and never engages with the flywheel. Sometimes light oil on the shaft will sometimes help but too much might cause a buildup.
