If it takes that long for the hitch to raise the unloading valve is sticking. Next time you try to raise the hitch pull one of the remote valve levers on pressure. If the hitch comes up right a way the unloading valve is sticking. As far as the lever not staying put they were right about the adjustment. If what I told you works email me and I will tell you how to get to the unloading valve
