Rick,
I researched my manuals today and I have concluded that you only have a broken snap ring. I have two 574s and to my awareness all 574s came with power steering as a standard feature. The steering is accomplished through a Ross steering control valve assembly and the input shaft is held in by a snap ring. In order to replace the snap ring it appears that you will have to remove the complete steering control valve. The parts expense should be minimal but you are going to have some labor in the project as a consequence. Good luck.
