I don't get where you're seeing oxidation of the frame? Sure, the whole tractor has surface rust, but the frame looks more like an oil leak from the governor to me. 3 point was not standard or optional on these, but you can add one for about $700 from Saginaw. Here's the pic of the tractor for those too lazy to click:
