Boring an M block for oversized pistons and making the system correct with appropriate clearances and a ring at the top to seal the gasket will work (assuming it is not so thin that it breaks). The real issue is the eventual demise of the block. Without additional rather expensive boring and sleeving the original block will be toast when it wears out.
There is no cylinder related cause for overheating, if the tuneup is good and the pressures are not excessive.
