need an F-12 carb expert

Hi all. I have an F-12 that has developed carb problems. When I took the carb apart, I discovered several things right off the bat, 1)-the gasket shrunk and was sucking air between the two body halves, 2) a small tube was laying in the bottom of the bowl, it has a small orfice hole in it, where does it go??, and 3) the float is half filled with gas. Is there a fix for the float or do I buy a new one. My main concern is this small tube, about 1/8" diam and 3/8" long. Thanks, Rick
