It sounds like yours is a gasoline tractor. I believe the shutters were standard on kerosene tractors, but could have been special ordered on a gasoline tractor for use in colder climates. All F-12 and F-14 serial #s start with "FS".
The "FL" and FS" are unrelated. FL was was a Waukeshaw motor co. model # for the particular engine that IHC used in the early F-12s. FS was just IH's serial # prefix for the F-12/14 tractors. F-20s used "FA" for a prefix, F-30s used "FB" and Farmall regulars used "QC" and later "T". So the "FS" does not have anything to do with what engine it has. All tractors from FS-3035 and up used the IH engine, so your tractor does have an IH engine.
