Could be as Janicholson says and or stuck rings on that piston. Where I don't agree with him is the PB blast which I have found to be a waste of good money. I would fill that cylinder with tranny fluid and let it sit a day or 2 then spin it over with the plug out to clear the cylinder and see what happens. Another problem with them is some times if they where shut down and the person didn't put the lever back in to the diesel side the valve would warp and then you would need to do a valve job to fix the problem.
