Could have a leaking seal on the transfer pump shaft. Is a double lip seal keeps fuel out of pump houseing @ oil from getting out of gov houseing into fuel. They get hard with age, also get some wear on shaft. Also could have the scavenger valve stuck, or bad oring on the valve sleeve. valve is behind the round plug with the screw slot on the side of the pump houseing.
