If it's breaking off because you keep hitting chuck-holes while mowing with it at 8-9MPH , a heavier front end will only move the breakage to the next weak point. Whoever's driving will find themselves eating steering wheel for lunch when the entire front end is ripped out from under the tractor!

The answer in this case is to stop hitting chuck holes, not a heavier front end! Pay attention to where you're going. Slow the heck down! If your driver can't do that, find a different driver.
