There can be a pump, or a block off plate.
If the engine was fed fuel from an overhead fuel tank it may not have a pump.
The worst part is that the pump and fuel system are located in one of the hottest locations on the engine. They start cold instantly but when hot on a hot day they are as bad as they get. If where you are going to use the engine has an electrical system, I would use an electrical fuel pump in a cool location. I like Facet pumps, they are very cheap and do not fail very often. Putting a bypass regulator at the carb inlet can also keep cool fuel in the V of the engine.
Been there, hated our NH baler when hot.
