Without seeing what you have its hard to tell since a lot of those throttle linkages have been modified over the years.If original you go up or
clockwise with throttle lever to advance speed.Easy check is have tractor running on diesel,out of gear ,brakes locked and so forth.Take the pin out of throttle lever and linkage on side of pump,move lever to rear by hand,if engine will go to full speed check all linkage and adjustments. If it won't speed up like that check for pluged air cleaner,pipes or butterflys not opening in intake.If still no luck check fuel flow and pump.Also if your linkage from decommpression lever is not moving some parts out of gas mode it will block original throttle linkage from advancing speed on pump very much.
