The differential lock is designed to kick out 3 ways. If you push it down and the wheels are getting uneven traction, it will stay locked on until you tap either steering brake, or depress the engine clutch. However, if you are on solid ground, and the wheels are getting even traction, the pedal will pop back up on its own, in other words, it will not lock down at all. It is a common problem for the linkage to get rusty right where it enters the differential housing. Get your favorite penetrating lubricant and spray up every moving part of the linkage as well as where it enters the case. Then, after it is loose, oil it occasionally or use it every once in a while to keep it limber. I believe the little handle adjusts the position of the seat, adjusting your reach to the pedals. I have never adjusted ours, as it has a cab that takes up most of the adjustment room. I think you need to move the lever and tilt the seat forward or back to get it to move in its notched track.
