Troy, Looked in my 400 parts book. It shows that for a power steering tractor the inner hydra-touch valve is a "365983R91" and non power steering is a "364981R91". In the power steering section it shows the "365983" valve with a "364880R1" plug (lift circuit block). The picture seems to indicate it goes in the lower hole toward the front of the tractor. But not clear if you can modify a non power steeing valve to use this plug. Email me if you have more questions. Hope this helps.
