Value of a F14

I found a 1938 F14 that may be for sale. It is in very rough shape. all of the parts appear to be there, but the head is removed and the motor is all rusted shut. It is on full steel with fenders. The hood and gas tank are only rusted(pretty badly, not thru though) and have no dings or dents, same with the fenders. I was wondering what would be a fair price to buy this for to rebuild or to buy and then part out. Thanks Brad
