The air blowing back over the block from the fan does little or nothing to cool the engine. Most of the cooling is through the water in the radiator, and a proper shroud will force all the air sucked up by the fan to come through the radiator. THAT is where you'll see any gains from the shroud. Without the shroud, the fan can suck air in from the sides, BEHIND the radiator, which does absolutely no good to cool the water in the radiator.
