Joe: I have seen a few of these over the years with the nuts on bottom. I don't expect it really matters, tight is tight and that is what counts. Over the years I had 16 Farmalls all bought new or very close to new. 6 of those tractors were offsets like your 130. The rest were H or larger and I had wide front for all of them. In every case the bolts were up through with nuts on top. The C, SC, 200 and 230 are different, the clamps go at 90 degrees compared to the rest. The bolts run parallel to the ground. Why IH did it that way, who knows? Again tight is tight, and that is all that really matters. Aside from these all new tractors had nuts on top. What part of Mass are you from.
