Sounds like a grounded condition in the starter itself. If all else fails, pull the starter & disassemble it. Check for shorted or "grounded" field conductors & check the armature for grounded windings. Also check the "hot" connecting bolt where it goes through the starter case. Don't overlook brushes & brush leads.
