IH 3514 hydro slow to shift

I am using a 3514 diesel backhoe w/ hydrostatic transmission. When I push the forward pedal it takes about 10 seconds to start moving, another 10 seconds to stop moving. Reverse responds in about 5 seconds. Otherwise it seems to have good power but the response lag makes it hard to control the speed and its easy to snub the engine when it finally engages. I have the option to buy it for $4800 and I want to verify how serious this transmission problem is. Otherwise it runs good and is in fair shape. Pins on the hoe bucket have significant wear but it still digs good.
