240 UTE:No relief on Hydra-touch ?

Ok, here's what I have on my 240 utility...per the parts book..."Three-Point fast hitch drawbar,...with traction control and tel-a-depth(special). Only one outlet on the hydra-touch that sends 2 lines to a check valve assembly under the seat that feeds out to the rear cylinder. It has the tel-a-depth quadrant to the right of the driver. Now the problem...with the quadrant control in either full up or full down, the pump continues to be under pressure and fluid runs out of the strainer under the dash. This doesn't seem right to me, however, this is the youngest of my tractors and the first I've ever had with any hydraulics other than a belly pump, so I'm clueless. Any ideas out there?
