I used to use WD-40 and all kinds of other penetrating oils with varying degrees of success, until last summer. I found something that hasn't failed me yet on loosening rusted parts. Go down to your local NAPA store and get several spray cans of CRC carburator cleaner. Put the long tube nozzle on the can and keep spraying it on the parts, maybe four to six times a day, sometimes it takes a few minutes or maybe a couple of days, depending on what is rusted. It hasn't failed me yet and I have tried it on some nasty stuff.
